Two new synchronization strategies are developed for signalized grids of two-directional streets. Both found to reduce congestion significantly more than do other approaches. One the is static and adaptive. use a common timing pattern all signals on grid but different offset each. The strategy serves morning rush by providing perfect forward progression streets in directions that point toward reference intersection, one located near center gravity workplaces. For evening rush, achieved travel away from intersection. adaptive toggles between this mode second suited congestion, only pre-determined district surrounding Toggling based district's real-time traffic density. paper shows how switch quickly two modes without resorting unacceptably short phases. It also if formed intersecting sets parallel streets, even unevenly spaced, then every street can be perfectly synchronized its directions. As result, an inbound driver morning, or outbound evening, guaranteed encounter over full length her trip. Although not possible irregular grids, modify case, so they still perform well. were benchmarked with simulations against fixed, zero-offset many scenarios, because zero-offsets known work well under congestion.
